HCS-MRA Service Coordination Transition
The 81st Session of the Texas Legislature, through Section 48 of Senate Bill 1 mandates that State funding in the amount of $207 million for increased community services for individuals with intellectual and developmental disabilities, be based in part, on the transfer of case management from the Home and Community-Based Services (HCS) Provider to service coordination within the Mental Retardation Authority (MRA).

The Texas Legislature’s goals with this transition include:
   • Increased oversight of the community-based services quality
   • Increased focus on Person-Directed planning for services and supports.
   • Increased accountability of HCS program

The MRA Service Coordinator will be responsible for monitoring progress toward the individual’s desired outcomes as indicated through a Person Directed Plan (PDP) that is developed with the individual and their Legally Authorized Representative and other individuals of their choosing. This plan empowers the individual to choose services and supports that meet their desired outcomes.

The individual’s chosen service provider will be responsible for developing an Implementation Plan which outlines services and supports that will be provided by the provider to help the individual meet their desired outcomes.
