Dianne Wilson
Board Chair
The Honorable Dianne Wilson is the elected County Clerk of Fort Bend County and has served in that position since 1983. She was appointed in 1999 by Fort Bend County Commissioners Court to represent Austin, Colorado and Fort Bend counties on the Texana Center's Board of Trustees. Since September 1, 2005, she serves as Board Chair.

Dianne Wilson has served as an officer on many local, state and national boards in her professional and volunteer career. As an active MR advocate for over 35 years, she is a past two-term chair of the Richmond State School Volunteer Services Council and was a member of the Developmental Disability Planning Advisory Committee (MRPAC) for Central Gulf SOCS. She holds Doctorate and Bachelor degrees in Public Administration and is a FELLOW of the National Center for State Courts Institute for Court Management in Washington DC .

Dianne Wilson and husband, Bob have been married for 38 years and reside in Sugar Land. They have one grown son who lives in Australia.

Carolyn Cerny Bilski
The Honorable Carolyn Bilski is the first female and First Republican County Judge in Austin County and is currently serving her 3 rd term as County Judge . She was born in Austin County, served on the Sealy City Council (her hometown) for 8 1/2 years, has had a Texas Real Estate Brokers License since 1982, and prior to the 1994 election completed an eight year association with an accounting firm. She is active as spokesperson for RAP - the mentor program in all Austin County school districts. She has served in all capacities for Houston-Galveston Area Council and has completed the year as President for Texas Regional Council of Governments.

Carolyn serves on the Texas Regional Review Committee and on the Agriculture and Wildlife Research and Management Advisory Committee as Appointed by the Governor; on the HOA Board of Austin County's meals on wheels program; as chairman of local Board of Emergency Food and Shelter Program, and as representative for Austin and Colorado Counties to the Texana Behavioral Health Developmental Disability Board. In addition, she represents Austin County on the Southeast Texas Housing Finance Corporation , a funding authority for first-time buyers. She is an active member of Immaculate Conception Catholic Church in Sealy.

Her greatest pride and joy are her husband Joe of 31 years and her 3 children, Michael - Aggie class of 1997, Lisa - Aggie class of 1999 and Keith - Aggie class of 2002, their spouses, all A & M graduates, and aggie in training her grandson Blake 16 months old.

Angela Kovar Waligura
Board Secretary
Angela is a native of Bay City , graduating from Bay City High School . She attended The University of Houston, receiving a Bachelor of Science Degree in Psychology and received a Professional Nursing Degree from the Hermann Hospital School of Nursing. She is a Registered Nurse, currently serving as Admissions Coordinator at The Menninger Clinic in Houston .

She has resided in Fort Bend County for the past 29 years. Mrs. Waligura is married to Edward Waligura and they are parents of 2 sons, Nick and Jason, who along with his wife, Starlee, are all engineering graduates of Texas A&M University . The Waliguras have a grandson, Jack.

She is Past President and Executive Director for the Behavioral Health Association of Fort Bend County; Past President of the Pastoral Council at St. Theresa Catholic Church and Continuing Christian Education Teacher; Co-Chair of the Community Crisis Coalition to respond to multiple youth suicides at area high schools; and a graduate of Leadership Fort Bend. Angela also has numerous years of volunteering in her children’s schools and with their youth activities.

Angela has over 30 years of professional nursing experience in a variety of behavioral health settings: acute care, outpatient, clinical research, managed care and quality review organization.

J.C. Whitten
J. C. Whitten is currently the Director of Administrative Service for Fort Bend County government. He has a B.B.A. in Marketing and Management from Southern Methodist University. He has over thirty years experience in private business development including commercial real estate development.

He also has over seventeen years experience as a provider of medical services in hospitals, clinics, nursing homes, and assisted living facilities. J. C. Whitten is an experienced executive with a record of accomplishments in creating business enterprises utilizing personal perception, knowledge and experience in developing business plans, pro-forma’s, acquisitions, establishing marketing programs, contract negotiations, personnel recruiting and administration, certification and compliance with federal, state, and local regulations, operational administrative management, and financial management of establishing budgets and operational achievement of objectives.

He has also been involved in many community and civic activities such as the Carrollton/Farmers Branch Kiwanis Club and Fort Bend County Republican Men’s Club.

Ernest A. Kendrick, M.D.
Board Vice Chair
Dr. Ernest A. Kendrick, a Fellow of the American Psychiatric Association, is a child and adolescent psychiatrist in private practice in Houston, Texas. He completed his undergraduate degree in Mathematics at Boston University, Boston, Mass, his medical degree at Meharry Medical College, Nashville, TN, his general psychiatry residency at Baylor College of Medicine, Houston, TX, and his child and adolescent fellowship at Baylor College of Medicine, Houston, TX. He has served as Assistant Professor of Psychiatry at Baylor College of Medicine and as Medical Director at five facilities: HCA Belle Park Hospital (a private psychiatric hospital); Supreme Work Ready (a multidisciplinary outpatient pain management program); Continuum (a multidisciplinary intensive outpatient treatment program for children and adolescents); West Oaks Hospital (Adolescent Unit); and Sugar Land Psychiatry Plus (a multidisciplinary intensive outpatient treatment program). He has also served as Vice President for Quest HealthCare, P.A., a multidisciplinary outpatient behavioral and pain management program. Dr. Kendrick is Board Certified in Psychiatry, Child Psychiatry, and Forensic Psychiatry, and has been qualified in court as an expert witness in Psychiatry and Child Psychiatry.

Dr. Kendrick is actively involved in psychiatry at the local, state, and national level. He is a past Representative to the Board of Trustees of the American Psychiatric Association, an organization which represents the majority of the 30,000 + psychiatrists throughout the country, past Secretary of the Black Psychiatrists of America, as well as a past Chairman of the Committee of Black Psychiatrists of the American Psychiatric Association. He has served as a member of the Committee on Relationships with Allied Disciplines of the Texas Society of Psychiatric Physicians, and both the Public Affairs Committee and the Children's Advocacy Committee of the Houston Psychiatric Society. He is the recipient of the Distinguished Service Award from Houston Achievement Place , the Laughlin Award from the National Psychiatric Endowment Fund, and the Rafael D. Hernandez Award for Excellence in Psychiatry from Meharry Medical College . He currently serves as a member of the Board of Trustees, Texana Center (a community-based mental health and mental retardation Center ).

Dr. Kendrick is married to Mary M. desVignes-Kendrick, M.D., M.P.H., Professor of Management, Policy and Community Health and Deputy Director of the Center for Biosecurity and Public Health Preparedness at the University of Texas School of Public Health at Houston . They have three children - Aziza, Jelani, and Shomari.

P. Stephen (Steve) McDowell

Mr. McDowell is the owner of InfoNation, Inc., a Sugar Land based marketing information and support firm providing services to the auto industry and government agencies.  His career was in the oil industry, last serving as Vice President Finance and Administration with BP America (British Petroleum). He has also held positions in engineering, planning and economics, finance and administration.  He is a Registered Professional Engineer (retired), Missouri PE  and received a Masters in Business Administration from Pepperdine University. 

Stephen has served in various volunteer organizations for the past 35 years.  He was a member of the board and served as President of the Board of Directors of The Arc of Fort Bend County. He served as a member of the ARC Texas Legislative Affairs Committee and as a member of the board of The Texas Council of Community MHMR Centers.  He is a founding member of Professional Engineers in Construction, served as District President of The American Association of Cost Engineers, past member of Business for the Arts Houston, past Executive Director of Action Ministries of St. Louis and has held various leadership positions in his church.

Stephen and Eileen have been married for over 50 years.  Eileen is a textile artist and has been an active volunteer teaching enrichment programs at Texana’s Missouri City Training Center for over 10 years.  They have been residents of Sugar Land since 1982.  They are parents of two daughters and one son: Melody attended the Missouri City Training Center and resided at the Needville North Street Group Home until her passing in 2006.  Amy McDowell-Devadanam is a graduate of Clements High School , Northwestern University (BA) and University of Texas School of Law (JD) and is an attorney for SCI in Houston.  Jordan McDowell is a graduate of Clements High School, Tufts University (BFA) and The School of the Museum of Fine Arts Boston.  Jordan teaches Art and TV Journalism at Chavez High School in Houston.

Terri Mehrens Jones
Terri Mehrens Jones was born in Wharton County and currently resides in El Campo. She was appointed to the Texana Center Board of Trustees effective September 1, 2006.

Education: Bachelor of Science in Communications from the University of Houston; Master of Science in Gerontology/Administration of Aging Organizations from the University of North Texas

Nursing Home Ombudsman

Certified Elementary Teacher President of the Board of Directors of the El Campo Heritage Center ( a proposed non-profit activity center for citizens aged 50 and above) - Experience in grant writing.

Formerly served as the volunteer coordinator with the special friends program through the Boys and Girls Club in El Campo (a mentoring program for "at-risk" children)

Licensed Assisted Living Manager

Involved in real estate investment and valuation

Member of the First Presbyterian Church of El Campo

Married for 15 years to Michael Jones (real estate appraiser and salesman); 2 children, Radley and Lindsey

Willie S. Greer
Willie S. Greer was appointed to the Texana Center Board of Trustees in October, 2005. He was born in Beaumont, Texas. He is a graduate of Freeport High School and Brazosport College.

Military service: Sergeant in the United State Marine Corp serving in Vietnam from 1967-68 and Texas State Guard as Major from 1988-2000.

Following military service, Mr. Greer was employed with Crawford’s Furniture and Appliance, Inc. in Clute, Texas for 27 years as Manager and Vice President.

Civic Organizations include: VFW, Marine Corps League, American Legion; Disabled American Veterans; Woodman of the World; Boy Scouts of America, most of which he held leadership positions. Mr. Greer works closely with the Bay City Housing Authority and is a member of the Arbitrary Panel.

Volunteer efforts include: Bay City Housing Arbitrary Panel, the American Red Cross, Brazoria County FEMA Board, and Texana Center.

Mr. Greer and wife, Betty, have 8 children.

Ann Davis
Ann Davis represents Waller County on the Texana Center’s Board of Trustees. Ann has advocated, and worked to improve services and programs, for those with intellectual disabilities and mental illnesses for over 25 years.

In 1990, Ann was founding member of the Arc of Katy and served as its first president. She was elected president of the organization for a second time in 2004.

Ann, a native of Waller County, received her degree in Economics from Sam Houston State University. She is retired from a major oil company after a 30 year career in Information Technology. Ann and husband Art live in Katy where they are members of the First Baptist Church, active in Waller County politics, and long-time supporters of Katy High School activities.
