Texana Center’s Senior Leadership Team and Board of Trustees have finalized the decision to terminate participation in two Medicaid Waiver Programs: Home and Community-Based Services (HCS) and Texas Home Living (TxHmL), effective as of September 19, 2025.
This decision follows ongoing challenges with insufficient state funding, which does not adequately cover the cost of services provided by Texana Center’s Direct Care Professionals. As a result, continuing these programs is no longer financially viable for the organization.

What are HCS and TxHmL?
Both programs are Medicaid waiver services designed to support individuals with intellectual and developmental disabilities (IDD). HCS offers support for a broader range of living arrangements, including host home and group homes (up to four residents). TxHmL focuses on individuals living in their own or family homes.
Why is Texana Center terminating these programs?
The state’s Medicaid reimbursement rates are inadequate to cover the actual costs of care provided by Texana Center’s Direct Care Professionals, making continued participation unsustainable.
Who will be affected?
Employees, clients, and families involved with these programs within Texana Center’s service areas—Wharton, Matagorda, Waller, Austin, Colorado, and Fort Bend counties—will be impacted.
What support is available during this transition?
Texana Center is actively working with clients, families, and staff to identify alternative providers within the six-county region. Additionally, a provider and employment fair will be hosted to assist with this transition. Please note, media attendance is not permitted at these events.
When does the termination take effect?
Both Medicaid waiver programs will be terminated effective September 19, 2025.
